STRENGTHENING THE RESPONSE TO HIV AND AIDS IN THE WORKPLACE A CAPACITY BUILDING WORKSHOP FOR HUMAN RESOURCE MANAGERS

Existing evidence indicates that HIV and AIDS-related illness and death has adverse effects on an institution's abilities to achieve its objectives. However, many businesses are struggling to respond to HIV and AIDS in the Workplace, with most responses stopping at Workplace Policy design, and some activities.

It is felt that whilst HR/Personnel Managers are critical in the effective implementation of the HIV and AIDS Workplace response, inadequate effort has been put in place to strengthen their skills in dealing with the complex issue that is the pandemic. In most cases, HR Managers find themselves confronted with expectations that they are not adequately equipped to address.

In most cases, uptake of services as a result of HIV and AIDS Workplace Policies is minimal, as a result of a variety of issues, including insufficient staff participation in the design of policies, inappropriate methods of implementation; and insufficient processes for reviewing and revising the policies and the attendant policy implementation processes. More importantly, HR Managers rarely get an opportunity to engage with their peers in discussions around addressing HIV and AIDS in the Workplace.

This Workshop aims at building the capacity of HR Managers to design, implement, and review HIV and AIDS Workplace Responses using tested participatory approaches and processes.

Course Content:

The Workshop topics will include the following:

  • Current developments in the HIV and AIDS Response
  • Conducting Situation Analyses, including Staff Vulnerability Analysis
  • Linking the HIV and AIDS Workplace Response to Workplace Wellness
  • Workplace Policy Development
  • The Policy Review Framework
  • Mechanisms for improved peer support in the workplace
  • Strengthening Staff Understanding of HIV and AIDS and their roles, responsibilities
  • Increasing Staff Ownership and Participation
  • Monitoring and Evaluation of the response
  • The Learning Organization: Learning from within and from others

Participants:

The workshop is for 35 participants (to be selected on a first come first served basis) and drawn from NGOs, Private sector organizations; NGOs, INGOs, and educational institutions. We are specifically targeting the following: Programme Managers, HR/Personnel Managers, HIV and AIDS Coordinators, HIV and AIDS Focal Persons from Government Departments, HIV and AIDS Workplace Coordinators, and Other interested individuals.

MAINSTREAMING HIV AND AIDS INTO FOOD SECURITY AND LIVELIHOOD PROGRAMMES

This 5-day International HIV and AIDS Capacity Building Workshop will primarily focus on fostering a shared understanding of the concept, principles and processes of HIV and AIDS Mainstreaming into livelihoods and food security programmes as a foundation of effective HIV and AIDS mainstreaming in livelihoods work. The workshop will build on existing best practices in mainstreaming to come up with practical tools and guidelines for addressing HIV and AIDS internally in the workplace and externally in food security/livelihoods programmes.

Course Content:

  • Concept, Practice, Principles and Processes of HIV and AIDS Mainstreaming in Food Security.
  • Mainstreaming HIV and AIDS using the Livelihoods Framework, food security project cycles and logical frameworks.
  • HIV and AIDS vulnerability analysis in relation to Food Insecurity – Evidence at individual, households, communities.
  • Practical HIV and AIDS mainstreaming approaches and tools.
  • Approaches to Greater involvement and Participation of PLWHAs in Food security and livelihood programmes.
  • The links between Livelihoods, Food, Nutrition and HIV and AIDS
  • Appropriate technologies for enhancing food and Nutritional security for PLWHA, affected HH and communities.
  • Analysis of selected National food and livelihoods policies using a HIV and AIDS lens
  • Workplace HIV and AIDS interventions for Food security organisations.
  • Food and nutrition related interventions for HIV and AIDS workplace responses.
  • Identifying and targeting Vulnerable Groups
  • Aligning food security responses to with HIV&AIDS Universal Access Principles and Targets
  • The tri-focal lens analysis tool in Food security and Livelihoods programming- (Gender , HIV and Rights)

MAINSTREAMING HIV AND AIDS INTO WATER, HYGIENE AND ENVIRONMENTAL SANITATION PROGRAMMES

Many development institutions have done very little to understand the contextual impacts of HIV and AIDS on Water, Hygiene and Environmental Sanitation programmes and have not integrated programmatic actions to halt the spread of HIV and AIDS, and mitigate its impact in their programmes. Similarly, AIDS service organizations have not analyzed the role of safe water, sanitation and Hygiene in fostering quality care, prevention, treatment, impact mitigation services at individual, household and community level. The Course focuses on strengthening skills, knowledge and understanding practical mainstreaming tools and processes.

The HIV & AIDS epidemic continues to spread, with the majority of infections occurring in sub-Saharan Africa. While prevention of HIV infection remains the most important approach to the control of the epidemic, care and support for the infected and affected is becoming crucial – as is the need for designing longer-term integrated HIV and AIDS Programmes. Summary :

The need to develop sustainable organizations has motivated many managers to develop skills that help them to mobilize finances and resources in order to strengthen their place in society. Developing staff capacity is a critical component of ensuring that sourcing, planning for, utilizing and monitoring the use of resources as donors and sponsors are always keen to establish whether their resources are used properly.

PARTICIPATORY M&E AND REPORTING SYSTEMS FOR HIV & AIDS PROGRAMMES (5 DAYS)

Summary :

This workshop is held in collaboration with Regional Capacity Building Partners which held a similar one in Lusaka, Zambia, between 26-30 May, 2008. It recognizes that in recent years, HIV&AIDS responses have grown significantly but with the impact of such programme is seldom adequately measured, documented or shared with others. The need to demonstrate impact and change in the quality of lives of people is becoming a critical concern for donors, NGOs and other stakeholders. Unfortunately, the capacity to assess impact on an on-going basis and make the results of such assessments part of the continuous process of planning and implementing HIV & AIDS programmes is still weak in many developing countries.

Participants:

Programme managers, programme officers in charge of monitoring and evaluation, and staff of government departments and NGOs who wish to improve their reporting systems and promote impact assessment.

ADVANCED TRAINING/ TRAINING OF TRAINERS/FACILITATION SKILLS IN HIV/AIDS PROGRAMMES: AN INTERNATIONAL CAPACITY BUILDING WORKSHOP

Summary:

HIV and AIDS Trainers continue to be recognized as an effective force behind empowering communities and different interest groups (PLWHAs, Youth. OVCs, Workers etc) in the fight against HIV and AIDS. RECABIP recognizes the growing need for more knowledgeable and skilled HIV and AIDS trainers and facilitators who can effectively impart skills, work with communities, and implement HIV and AIDS programmes.

This 5-day HIV and AIDS TOT workshop is designed to develop and refine the understanding, skills and knowledge of development practitioners who are currently, or who would like to be, engaged in HIV and AIDS prevention, care, support, treatment and impact mitigation programmes targeting different audiences.

Time will be devoted to deepening participants understanding and knowledge in areas of participatory training, as well as strengthening practices (including participatory learning processes, tools and techniques, adult learning psychology).

What you will get out of the Course:

Participants will learn to how to plan and deliver training in all aspects of HIV and AIDS programming and how to provide ongoing training, mentoring, coaching and other important aspects of capacity building in the context of HIV and AIDS programme implementation. The training will also have an opportunity to engage with other development practitioners, PLWHAs, OVCs and HBC caregivers in order to build a community of professional trainers.

Training Methodology:

The course methodology centers on the concept of 'experiential learning'. Participants will be encouraged to reflect upon and share their own experiences of using various participatory approaches and then integrate these with the learning inputs presented during the course in a practical hands-on manner. Participants will have an opportunity to work individually and in groups.
