CONFLICT MANAGEMENT & CONFLICT SENSITIVE PROGRAMMING IN DEVELOPMENT WORK

Most of the countries in Sub-Saharan Africa are either in a state of conflict, post conflict or emergency. These contexts present complex developmental and humanitarian needs. To this end, many CBOs, FBOs, local NGOs, International NGOs and UN agencies have stepped in to address developmental and humanitarian needs. On the other hand, conflict-sensitive programming is required even in non-conflict settings, as communities seek access to scarce resources and opportunities. It is against this backdrop that this course was designed to enable development organizations manage conflicts and be conflict sensitive in programming.

Course Objectives:

The overall purpose of the workshop is to enhance the skills and knowledge of Partnership facilitators and support staff in conflict resolution and peace building in conflict or non-conflict settings. The objectives of the conflict resolution and peace building workshop are to:

  • To deepen participants’ understanding of conflict resolution and peace building concepts, tools and practices.
  • To provide an opportunity for participants to share and explore experiences, strategies and challenges of conflict resolution and peace building in development work.
  • To impart participants with practical knowledge and skills in conflict management and conflict sensitive programming.
  • To offer realistic recommendations on how participants will operationalise gained knowledge and skills in their organizations.

Course Contents:

The Workshop topics will include the following:

  • Defining Conflict.
  • Levels of Conflicts.
  • Conflict Analysis Tools.
  • Conflict resolution and management.
  • Understanding Peace Building.
  • Addressing conflict in the Workplace
  • Understanding conflict-sensitive programming
  • Mainstreaming conflict sensitivity into the design and implementation of programmes
  • Peace Building strategies.
  • Role of development workers as peace makers.
  • Designing programmes in conflict. post-conflict and emergency contexts.
  • Monitoring and Evaluating programmes in conflict. post-conflict and emergency contexts.

POLICY ANALYSIS, ADVOCACY AND HUMAN RIGHTS: AN INTERNATIONAL CAPACITY BUILDING WORKSHOP

Training Description:

This training workshop is designed for middle and upper level staff of NGOs, private philanthropic agencies, public sector organizations and individuals interested in refining their skills in Policy analysis, Advocacy and Human Rights. The course will provide an opportunity for NGOs and public service executives to share experiences and practices as they acquire new skills to further strengthen their Policy analysis, Advocacy, communication skills in the a Rights-Based framework.

The course is divided into 3 major components namely; Policy analysis, Advocacy and Human Rights. Each component is designed to build a specific set of skills in the participants but is also a highly interrelated to the other components that delivers one complete package for the professional who needs the variety of skills to effectively work within a Rights Based Approach further Policy and Advocacy work in the development sector.

The overall objective of the training is to foster the acquisition of practical skills and shared understanding of the concept, practice and principles of Policy analysis, Advocacy and Human Rights in Development Work.

Training Course Outline:

1. Policy Analysis;
  • Introduction to the concept and practice of Public/ Social policy.
  • Policy development processes
  • Analysis of key stakeholders in Policy Design and implementation- roles of NGOs, Public Sector, Civil Society and Private sector.
  • Policy enforcement and failure
  • Policy environment and other regulatory framework
  • Policy, Practice, Ideas and Beliefs and Implications to development
  • policy.
2. Advocacy ;
  • Introduction to the Concept and Practice of Advocacy
  • Analysis of at least 3 successful and failed Advocacy campaigns ( Local, regional and Global)
  • Social mobilisation, Lobbying, and Campaigns.
  • Working with the Media in Advocacy: a practical guide
  • Designing advocacy strategies & materials
  • Understanding your Target: Principles of Target analysis for effective communication in Advocacy.
  • Research, Documentation and Evidence Building for advocacy.
3. Human Rights ;
  • Introduction to Human Rights-concept, practice and challenges for development programming.
  • Principles of Human Rights.
  • The State (duty bearers) and Right Holders, where do NGOs and CSO fit?
  • International Human Rights frameworks- Universal declaration of Rights, Child rights, Women rights, The Africa Charter on Child rights etc.
  • The Rights Based Approach (RBA) to Development Programming.
  • Analysis of the linkages between Policy, Advocacy and Human Rights in development work.
  • Practical Analysis of selected development challenges; HIV and AIDS, Food Security, Climate Change and Gender issues using a Rights lens.
  • Monitoring and Evaluation

Target Audience:

The training targets Communications officers, Human Rights officers, Advocacy Managers, Programme officers, Coordinators, Women parliamentarians, Directors, CEOs, Managers, Community leaders, Educationists, Women in law and activists, Cultural activists, Change agents/ policy formulators, Civic societies.

Training Methodology:

The training will be highly participatory and will use Participatory Learning and Action tools upholding Adult learning Principles. Power point presentations will be very limited, instead our experienced trainers will use Case studies, actual policy review and analysis, scenario analysis, diagramming, Group work etc building on the participants own knowledge to impart new knowledge and skills.
